To implement the *National Medium- and Long-Term Science and Technology Development Plan (2006–2020)*, support the implementation of the *Outline of the 12th Five-Year Plan for National Economic and Social Development* and the State Council’s *Work Plan for Controlling Greenhouse Gas Emissions during the 12th Five-Year Plan Period*, and guide the development of carbon capture and storage technology, the Ministry of Science and Technology has formulated the *Special Plan for the Development of Carbon Capture, Utilization, and Storage Technology during the 12th Five-Year Plan Period*.
The Plan proposes that by the end of the 12th Five-Year Plan period, breakthroughs will be achieved in a number of key fundamental theories and technologies for carbon capture, utilization, and storage (CCUS), resulting in significant reductions in costs and energy consumption. It aims to establish the design and integration capabilities for million-ton-scale CCUS systems, build R&D platforms and innovation bases for CCUS systems, and construct a fully integrated demonstration system for carbon dioxide capture, utilization, and storage with a capacity of 300,000 to 500,000 tons per year.
Carbon capture refers to a technology that collects carbon dioxide generated by emission sources such as large power plants, steel mills, and cement plants, and stores it using various methods to prevent its release into the atmosphere. This technology comprises three stages: carbon dioxide capture, transportation, and storage.
The Plan specifies that to accelerate the progress of carbon capture, utilization, and storage, a working coordination group will be established comprising national science and technology authorities as well as competent departments responsible for macroeconomic management, energy, land resources, and environmental protection. This group will strengthen the overall layout of the CCUS technological innovation system and promote coordination between technological innovation and industrial policies and management measures. Additionally, a National CCUS Science and Technology Innovation Expert Committee, comprising high-level experts from multiple disciplines and fields, will be formed to provide strategic decision-making and technical consultation for the implementation of the Plan. In addition, support for CCUS technology R&D and demonstration under relevant national science and technology programs will be increased; CCUS technology R&D and demonstration projects will be implemented; and a national database of CCUS science and technology projects will be established. Local governments and relevant industry departments are encouraged to increase investment, actively utilize international channels to mobilize resources, and strengthen CCUS technology R&D, integrated demonstration, and capacity building.
